Dear Human Rights Watch,
I am emailing you to denounce the absolute human rights abuses the government in power in Bolivia has been doing to its people, particularly lately since they are trying to set a dictatorial rule, yet also throughout the now almost 14 years of Evo Morales’ presidency. I spoke to one of your representatives on the phone, and they advised me to email you with the details of that is happening in Bolivia, as you could forward this to the team you have working on the region or country case. I will give some background story to also explain the reasons and situation.
I am from Bolivia, currently living in Miami, yet my family is still there. What is happening in my country is extremely worrisome, as the country is entering a dictatorial inhuman rule by the current president, Evo Morales, who is now starting to perform and dictate acts which are complete human rights violations, and crimes against humanity under Bolivian and international law.
Two weeks ago we had presidential elections, after which extreme fraud occurred to allow Evo Morales to be declared the winner in the first round. The fraud has been proven by engineers who computed the votes on excel, showing more votes than population, showing switches of votes in between candidates, etc. The man that did this test and showed the fraud on excel was interviewed on CNNE where he demonstrated the clear fraud on various levels and scales. Furthermore, there have been videos taken by Bolivian people all across the country showing how the people working for the electoral count institution even opened ballot boxes, switched votes, even how they threw away the real ballot boxes and used prepared fake ones filled with votes for Evo Morales (this is proven on camera). It has also been found and proven that they made the deceased, the sick and anyone absent, vote for their party.
After the proven electoral fraud, Evo Morales proclaimed himself president entering his 4th consecutive term (while the constitution of Bolivia only allows 2 consecutive terms). Since then, there have been peaceful protests throughout the entire country, making the peaceful protest movement the largest in the entire world in modern history. Today marks the 15th day of halt of all transit and activities in all cities. Bolivians are demanding the annulation of the elections, as other electoral counting agencies that did the electoral count proved that Mesa which is Evo’s opposition won the election by 63%. Evo Morales, not wanting to let go of power has been sending the police to gasify the peaceful protesters, he paid coca leaf growers, miners and poor people to enter the cities armed with dynamite, rocks, swords, and wooden sticks to and cause the maximum amount of violence and disruption. He even started threatening many of the poor with immense fines if they did not go to fight the peaceful protestors all around the country. He also declared that he will enclose the cities not to allow any supplies, food, or basic needs to get in - and this has been what they have been trying to achieve these past few days. Another horrendous declaration stated he will cut off the water in La Paz, the largest and most populated city in Bolivia, if the peaceful protestors don't “stop" and just accept his dictatorial rule. A few days ago, the government even sent snipers to kill protestors during confrontations occurring between the poor paid to fight, and the peaceful protestors fighting for democracy. Since the peaceful protests are not letting any transit through the country, one of the rules was to let emergency cars get through - such as ambulances. Lately the volume of ambulance movements increased greatly, so few protestors started stopping them and insisted to see what they were carrying inside. This is when we realized the government was transporting high caliber arms inside the ambulances into the cities to arm the poor people they have been paying to fight.
All of Evo Morales' declarations and latest actions are reaching genocide-worthy qualification acts, as these violate the human rights and constitutional rights of the Bolivian people. This is why I wish to denounce this to you, as I know you cover the human rights abuses all across the world and I noticed there is nothing on the topic of Bolivia’s recent enormous struggle. We as a population are extremely worried and scared to lose our democracy, our rights, and fall into the abysmal state that Venezuela today finds itself in.
I would truly like for more coverage to be seen on this major issue, on the human rights abuses, and I would be willing to write an article about this, as I am closely connected with countless people back home and I am aware of the happenings and updates every minute. This cannot be left unspoken about, especially considering the inhumane decisions and actions the current government is taking. All the actions that leading to cutting off the basic and vital needs of the people of the country and even not allowing their access to water, are crimes against humanity, the killings led and funded by the government, etc are all crimes under international and Bolivian laws.
